He has a habit of playfully picking on others, albeit sometimes it's less playful then he wants you to think it is. He has his own agenda, and there isn't much that can derail him from doing that. He tends to be over dramatic, and uses a great deal of hand gestures and body motions when he talks. He's not particularly afraid to talk to others, but he usually is somewhat picky of who he actually holds conversations with. But he does give into pestering; as long as you aren't pissing him off.
