What if "The Flash" didn't have "super speed" despite having these "new-found" powers/abilities?

Would you be able to "perfectly" combine them into 4 or 5 new OCs with their 5 or 4 powers (respectively)?
- If 4:5 then immune to continuity changes would go to "Character 3."
- Speed Force Clothing would go to "Character 1."

Obviously "Character 2" would be like a Narrator, "Character 1" would be like a "test dummy" for like NASA or something (a human cannonball.)
- I didn't know if the Speed Aura and Immunity/Nigh-Invulnerability would be one and the same or not.

"Character 3" I was thinking he could be a "god."

Though should "Speed Bank" and "Speed Cloning" be used on a singular being?
- One could "take/give away" while the other simply duplicates/replicates using said speed.
