I thought I'd put a little picture together to show you how babies are made. There are many ways to go about this, but my favorite is this:1) A low poly build to rough out the shape. I start with cylinder for the legs and build up from there.
2) Subdivide it! This increases the poly count and smooths things out. It isn't magic though, without a good base mesh it won't be pretty. I push verts around until I like the shape.
3) Large detail sculpt. Using a multires modifier I block in the larger details. Bones, ribs, big folds and whatnot.
4) Alpha map sculpt. All the fine teeny details like the eye wrinkles would drive me crazy to do by hand, so you go and get some alpha maps which are little black and white images of things like skin or rock textures and they allow you to sculpt with the pictures.
