The entirety of the next 1000 years can't be a fixed point, he could try to fix something before or after the fixed point to lessen the damage. I think he just hasn't had a reason to until now.

I don't think thats how fixed points work.
Fir example, Rose's dad needed to die just before the wedding. The fixed point would still be screwed with if he never made it to the wedding.
And well. Trying to fix something after a nuclear winter is kind of hard.

I mean more in a sense that he might have been prevented from stopping whatever disater happened to change twilight, but he could have done something before or after the disaster that could have prevented it from changing twilight so much, and then she would be able to repair the damage done by the disater. It's how the doctor deals with fixed points, by working around them, not through them. We'll have to see what the event is, if the Doc in this comic is anything like the Doctor usually is, he'll thnk of something briliant and make things better in some way. Like he did with the dalek invasion of earth and Satellite 5, though obviously that second one didn't turn out so well...
