Believe it or not I use photoshop. Most of these effects are various brushes. To make this little guy I used kikidoodle's brush pack (which is easily the best 5 dollars you will ever spend) and paperwick's (I know them from tumblr but they may be on here too) tarot card brushes. The tarot card brushes are free and fantastic.
