it looks like a modernized and seriously updated version of the punisher

So for frank to go from wearing the Punisher symbol on his chest to additionally wearing it as a Mask would just make sense evolution wise.

well consider this the shirt frank gives his son in the film The Punisher with Thomas Jane was intially supposed to give his son confidence and the emblem is supposed to intimidate his son's enemies
but when frank's whole family is wiped out by the mob the shirt is then worn by frank in rememberance of his family. this is not the first character in a comic book who uses a emblem in order
to instill fear into his enemies batman does this as well with the emblem of a Bat ironicly Bruce wayne was intially phobic of bats after having fallen down a well when he was younger this also is shown in batman begins.
