I drop by every once in a while, though if something doesn't show up using my PotO search parameter I'll probably miss it.
Don't watch much TV, but I'll give it another go.
How about Lex Luthor? He's certainly rich enough to own an apartment building, and has killed people, not to mention the whole sneaky, lying, conspiracy thing he's got going on. (A bit of madness as well, I believe.)
But once again, he doesn't "play" with his victims, he just has them gotten rid of.
