They could probably recover her soul, since they created it to begin with, but it would be difficult.

To be fair to anyone who questions how Penny can be fixed, she had a soul. Things with souls tend to be harder to just fix than lifeless automatons.

Of the redheads who perished in Volume 3, she is probably the most fixable. I'm still frankly baffled that they killed those particular three considering that RT had barely touched on their potential before shooing them out the door. I still think they should have transported Pyrrha to wherever Salem is and have her reappear later similarly to Bucky Barnes/The Winter Soldier.

if she's in RWBY chibi, there's still a chance for pyrrha's reappearance. very, very slim, but its there. but penny..... oh, penny.
