The cloud shapes use this photo as a template.

Major edges were redrawn for a semi-vector look.
Shading mostly done with a cheap graphics tablet.
A little soft focus here and there.
Some lighting changed to blow out the brightness and enhance the bloom effect.
Oh, and lets not forget the stripes. Lots of stripes.
