Yes, it's not out of kindness. However it's not really a "bad" motive. He doesn't want to be seen like a bad parent and he think his daughter needs to have good relationship with others if she has to be a hight rank lioness.
It's just logic, but not a bad or an egoist one.
But it also offer him an occasion to humiliate Zira who start to became very paranoid about Nefertari. Her fear and jealousy just makes him feel like he has the right to feel attracted by Nefertari
instead of Zira because she is a "shrew".
