Yes he is, in fact Fark is present for most of the game, and the 2nd game actually has him as the central playable character. There's also a campaign after beating the main game where you can play as Fark in the first one.

A little thing I should mention is that "FARK" is not his actual name, but a nickname that Spark gives him in the game because it's a contraction of "Faker" and Spark's name. The 2nd game sheds more light on this too.  

In the first one he's this robot picked up by the performing company Spark works for and at first Spark hates him because, "THEY TOOK ER JERBS!" He also faces against him a few times. Though by the end of the game, they learn to settle their differences and join forces. There's also a campaign after beating the main game where you get to play as him.
In the 2nd game, Spark has retired and Fark is now doing all the hero work. He then has to now stop a new threat that has surfaced, and learns more about himself than he thinks.

The game does have a lot of Sonic inspiration (taking the designer made 3 awesome Sonic Fan-Games in the past), so I guess that makes sense.
