Here's Penny, Gadget, Dr. Claw and Brain but in a slightly different lens.

I do imagine Gadget being a dedicated police officer who tried to bring down the mysterious terrorist Dr. Claw, but when he confronted his foe a bomb went off nearly destroying both men.
Gadget was rebuilt using experimental technology but his hardware often conflicts with his software, and a number of incidents led to his retiring from the force. The keep the lights on for his niece Penny (whose family was one of the victims of Dr. Claw's influence over the city) Gadget becomes a private investigator, using his cybernetics to stop minor crimes although occasionally being drawn into larger conspiracies. Unfortunately for The Inspector his mind is a bit of a wreck so although he is a formidable law enforcer he only has moments of lucidity in quieter times and cannot concentrate very hard for very long without reverting to a cold, sometimes violent machine bent on whatever his immediate goal is to the detriment of everything else. Penny has come to call these lapses 'the Other Guy'.
Luckily however, thanks to his prodigy intelligence niece and cybernetically enhanced dog Brain he has quiet allies waiting in the wings to keep the man he is inside the metal carried through without being lost to the machine.
As for Dr. Claw he struggles with the influence of the machine he's become as well, but his efforts are now less on terrorism for profit and now on a new goal: the total inculcation of humanity under the rule of cybers.
