Description MY FIRST TUTORIAL! and my first piece on DeviantArt! huzzah!

Full title: "How To: Apply Bokeh Light Spots"
I made this for photoshop 7, but it should be fairly accurate for higher versions as well.

Tell me if you like it! And if you use it I'd love to see what you made.
