No, I'm very sure he is. Legendary seems to have made it clear in both movie and comic book tie-inΒ that in the MonsterVerse Godzilla is the last member of his kind.
Besides, what purpose does having a second Godzilla serve? What does it add? One Godzilla is good enough, we don't need more. It's also less confusing than in the Toho continuities where they never answer where the hell did this 2nd Godzilla suddenly came from? At least the MonsterVerse makes it clear that that one Godzilla is the same one from ages ago.
