If you mean the Enclave Tesla armour in the picture, it can be aquired later in the game off of the Enclave troopers who attack you.

You accept a quest in Underworld from a ghoul who asks you to kill some people, preferably by headshotting them and recovering thier keys, when you get all the keys you give them to him, and complete the quest, then you can either quickly pickpocket them back, or kill him and just take them that way, the keys are used to open a bunker door in Fort Constantine, in the western edge of the map, inside a small house is the bunker entrance, and in the bunker there is a forcefield you disable and get the T-51b armour.

Yes, it was done in Fallout 3 PC with console commands to get the free look camera.

you did a great job on getting the feel of the destroyed world and i love that armor! fallout 3 enclave armor is more smooth but the tesla armor makes my plasma and lazer weapons so much more fun!

Thanks for this great shot of the armor! I was looking for a nice piece to use as a base reference for a sketch, the game tends to not want to stand still, and I'm no good with screenshots. XD

You can always just equip a follower with Power Armor types then tell them to stay put, switching to FP view. To see how armor looks.
