yes, i do. and i've used photoshop to do "vector" work before...but...you can't list it as a vector. it just doesn't look vector in this piece. but i was thinking maybe you had it wrong since you have it in the wrong category too..you said it wasnt a filter, but it is in a raster-based program.
most people dont care, but just be careful.
