My head-canon is this is Sonic.EXE's true form, and (from what I've heard of his backstory, this part is true) he changed to look like Sonic because he was such a big fan.

combined with that pupil-less empty eyes face and smile, I assumed that that visage of Sonic was supposed to be Satan
