Geez, Tail's store looks as empty as the comic book shelves were after Free Comic Book day.Also, The mood changed because it's set to what Sonic's mind is. Basically, it's now focused from the town to just Sonic, and his weird mood swings.

Well, Tails isn't behind the counter--that's actually a speial cameo apperance from a sonic character from the Sonic the Hedgehog comic series. Tails is actually "downstairs" in his basement in his workshop. You'll find out a bit more about that by next page.
