The Toon Patrol are carrying dangerous weapons into Eddie Valiant's office. Smarty doesn't bother in just shooting Eddie Valiant even though he knows he is hiding Roger. Probably got orders from Judge Doom not to kill humans, otherwise there would be way too much heat.
