This is awesome, really nice detailing with the wings.
A thing you could fix though is the building in the distance. In an atmosphere, things get lighter and dimmer the farther they are away. (unless you're in a world with no humidity at all!)

Wah ! A great improvement since the last version I saw, it is really completely filled with awesome ! The wings and shadowplay just makes me want to stare even more
Also, the ground and city reminds me of a "medieval" Protoss background because of colors and energy floating around everywhere xD

The painting is certainly interesting. I find myself wondering who he is. He seems as though he's trying to hide or avoid being discovered.
As for a critique. You could use more detail on the scarf, highlights in the hair/beard, and more definition as to the placement of his arms.
You already have a basic working of light and shadow, now, going a step further, don't underestimate light points and don't be afraid of strong highlights and reflections.
As for the background, the color choice is good for a plain background. If you wanted something busier, something steampunkish would probably fit the style of your character.
