Well, puberty in females is supposed to begin between the ages of 8 and 13, which would mean Luna, Luan and Lynn (and by extension, Sam, Margo and other characters within that age range whom are depicted flat chested) are all experiencing something very wrong in regards to their growth and development. 

Maybe most characters in the LH universe are late bloomers when it comes to their development, and Maggie is an exceptionally blessed individual in this respect.
