lets see, I used Photoshop for this one. I was trying to figure out the liquefy filter. It's possible to do the same thing in Gimp easily. I believe the filter even has the same name, if not something very close to it.

With MS Paint? I suppose you could, it would be outrageously difficult though. Gimp is completely free, and after enough fiddling around, pretty simple to use.
