Its a sort of alternate future where the Japanese government is paying people to have babies to combat the population loss and the talent agency that Chiharu works for is one of the major "pregnancy" based ones and uses models who are acting as surrogates to promote fertility... also promoting maternity fashion and the like. Chiharu had sort of warmed to the idea so she signed herself up... she just wanted to be huge.
