The kingdom of Concordia lies to the south-east of Equestria. This region is characterized by its dry and arid climate, and iron-rich quarries which supply steel of esteemed quality to the other kingdoms. Concordia's capital city, Bardingburgh, is famous for its dizzingly tall spires which lifts the city's inhabitants away from the dust storms which often buffet the region. Princess Rosetta is the sovereign ruler of Concordia.

Okay, first I have to say this is a very nice picture. Looks lovely. I honestly can't see anything in the picture to criticise.
That said - a state derives it's rank from that of its ruler (or possibly vice versa).
That being the case, the female sovereign of a kingdom would be the _queen_.
If you want to maintain that she is a princess, and holds the highest possible office, then what she reigns over is a _principality_.
You can save this, however, by claiming she has refused to ascend the throne, and is instead _regent_ of the nation, under whichever absent person she claims rightfully bears the crown.
This solution is rather inelegant, and incredibly question-begging when considered in context of the show, but it does work.

Faust's original vision of the show was to have Celestia be Queen Celestia and not Princess Celestia, since as far as Faust was concerned she was the highest authority. Hasbro went back and told her she couldn't have a queen, because "all queens are evil because of Disney movies" and "youthful princesses are more relatable." See her comments: [link]
Basically Hasbro played to the stereotypes, pretty specifically the ones that Faust wanted to transcend when rebooting the series in order to make it an enjoyable show for anyone and not just pander to little girls. Pretty shameful, really.

Although really, changing Celestia's title is pretty good as far as executive meddling goes. And plus, I've always liked the interpretation that Celestia takes the title of 'Princess' rather than 'Queen' as a symbolic gesture. Given how she tries to coax others into leadership rather than taking over things herself, it fits her character quite well.

Heh, well that's a nice way to look at it I suppose.
Given that Hasbro put out a big pink talking Princess Celestia toy that spouts tripe lines like "My hair looks so beautiful!" and "My wings looks so pretty!", I doubt the toymaker had any such noble intentions. The only reason Celestia ended up as a princess was because Hasbro figured the stereotype was more marketable.

Unfortunately, this still doesn't answer how a _princess_ can be ruler of a _kingdom_. You know, with it being sort of built into the definition of 'kingdom' that it is ruled by a king or queen.
Don't get me wrong, I understand perfectly that it is all Hasbro's fault that there _aren't_ Queens (in good roles) - but explaining the cause of a paradox doesn't make the paradox go away.
