I think that derpy is offering luna her loyalty as a subject under arms.
The act of kissing the noble's ring is something done in mideval times to queens and kings who would demand that one of their people act as a knight and/or a champion of their cause.
In this case derpy has been offered to be luna'sΒ champion, and is accepting by kissing her queen's ring, or horseshoe in this case.
Or at least that is my interpretation of it, I could of course be wrong and to be sure you would have to ask the artist what is going on.
