I know that in the film version ("ST III-Search for Spock"), the Excelsior was first captained by the officious Captain Styles (James B. Sikking) and Scotty dealt with his pursuit of the Enterprise with bollixing up the "plumbing".

However, after that incident was over, I like to think Scotty was also in charge of repairing and upgrading the Excelsior.  And it's new Captain, Hideki Sulu was properly grateful to Scotty's repairs when he assisted Kirk in saving the universe once again in "ST VI-The Undiscovered Country".

I like to think of the Excelsior as Captain Sulu's ship.  They really missed a great opportunity in not doing a series or a movie with George Takei as Captain of the Excelsior.
