Sort of. Eucadia was much more advanced than rome before it's collapse. They even developed early handcannons, using gunpowder that the dwarves discovered. When they collapsed and the dark armies marched through, many records, blueprints, and texts were destroyed.
But yes. The Eucadian Empire was largely based off of the Romans
