Holy cow this is really well done! I love the dotted overlay over the cartoony design, it really makes it feel like a comic book

It's a customizable effect that comes in Illustrator, photoshop or medibang. In this case I used Illustrator and played with the layer blending modes: Effect -> Pixelate -> Color Halftone (It will appear a window where you can customize the effect) With photoshop it's the same way and in medibang it's a layer's option but only works with black.

This is pretty darn good, love the coloring, looks like something from... I think it was a popular art style around the 50s or 60s? Could be wrong, but no matter, it just looks neat.
Just how they have no pupils makes it look a lot cooler.
