Well, it was stated that Goku IS brain-damaged (Roshi told Raditz how Goku fell out of Grandpa Gohan's basket and hit his noggin hard on a rock.) The manchild part, however, is debatable. While, yes, Goku takes his fights seriously, was shown to communicate with his friends quite well, and has a clear understanding of emotion, Goku's table manners are still lacking, plus Goku still barely has the guts to deal with ChiChi, who is far weaker than him. If one were to count filler episodes of the DBZ anime, Goku is not really the best learner in basically anything but martial arts, as Goku has shown a serious case of Spongebob Squarepants driving.

I'm aware he canonically did receive a traumatic brain injury as a kid, yes.
Granted idiot and other such stuff are relative terms. It's more that the fanbase makes him out to be a lot dumber than he actually is, to the point that it's like the only two traits he has that is acknowledged is that he likes to fight strong guys and he's dumb as rocks (oh yes and he loves to eat). When, from my reading of the series at least, he's actually more complex than just that. (I'm not counting Super here, because he's acting in ways in Super that he never did in previously established canon. I'm not the only one who's noticed this.)
On the driving, Goku is shown driving in both anime and manga during the parts before the Cell games. (In the anime they explain that he took the test a second time.)
