It's normal for character designs to be laid out this way.
It's kinda incomplete since a character sheet would also include various other details.
To begin, this sheet is lacking a rear view.

I don't think it's normal. Usually I see people do basic turn-arounds in a simple standing position, which is really boring. And allot of people leave out the arm on the side view. I think this looks unusual because of the interesting pose (plus they very from both views), thats why I would say it was refreshing.
Any way I'm lazy and I skip the side view in my turn-arounds and just do front and back.

Leaving the arm out of the profile view is necessary, so that artists hired to draw the character can totally see how the side of a character's body appears without the arm obstructing it.
The arm itself is usually drawn next to the profile view. Sometimes, you have an 'arm-attached' and 'arm-unattached' version of the profile view.
If the character is wearing a jacket or a hat, they also need to include illustrations on how the character's costume looks like without the jacket and how their heads look like without the hat on.
Because animation cels, promotional artwork and packaging are drawn by different artists, they need to make sure that the characters' appearing in these media are drawn consistently.

(I'm a graduate of illustration so I know all that..) But! I dunno if a full blown professional turnaround is always necessary on DA just because most of the people on here are viewing art at their own leisure and for the simple enjoyment of it.
Although I know quite a few Computer Animation majors who still post their full turn-arounds just so they can show off their stuff.
But I digress! I Just wanted to say I thought you did a good job. You don't need to be so modest.

You have a fantastic eye for color. The shadows and the skin tone balance out perfectly. And the poses really express her energy and enthusiasm.
For some reason, I think she looks cuter with the stockings. It balances out the costume.

Actually, I think of it as the opposite.
I could never get the colors of my artwork to be as vibrant as the ones seen in certain official artworks or even deviations from around here.
I sometimes feel like I'm doing way too much, adding shading, shadows, highlights and yet some other artists' drawings looked better than mine with minimal shading and highlighting.
Although the character design is my own, the costume isn't.
It was taken from an ending sequence of the anime series Galaxy Angels, as mentioned in the non-stockings version.

I think those feelings affect every artist. I feel the same way when I look at your art. I guess it's motivation for all of us to keep pushing to be better.
And even if that costume came from an ending sequence, it takes talent to make it work. Not everyone could make that transparent skirt look right, and her energetic pose is your own effort.

The outfit isn't my design but something from the anime "Galaxy Angels".
The commissioner loves the outfit, so he commissioned me to draw his OC wearing it.

^_ sorry, i have hard time explainning what i ment. on the red skirt it has two sades of red making it a shadowing effect. was that on the same layer or was it the secont red added in a new layer.
