Description
The two World Wars which so rocked our world were averted when the 'Cosmic Cannon' was invented. The Cannon allowed for a large space ship to be rocketed forth to the moon. The Moon, here, is a lush world filled with oxygen and water (though the grass is a grayish white), and few dangerous predators (except underground, with giant jelly-fish looking things that have teeth and hairy goblin looking creatures that were actually fooling around with stone tools but humans avoided going there anyway). By 1910, initial humans settlements had started up. By 1920, the scramble for the Moon was underway. This time, the colonial players were different. France and Britain were early competitors, but American, Japan, and Germany were the biggest colonizers.Back on Earth, there were some important wars on the early 20th century. Russia still had a Communist revolution, and in the '40s a Restored Chinese Empire kicked out the Japanese. Imperial Germany became close with Imperial China in the '50s, as the Chinese Dragon roared back onto the world stage (and just barely picked up the last bit of unclaimed land on the Moon). The Japanese are anxious to reestablish supremacy over the Chinese, and the Americans have absolute supremacy over the other American republics. The British Commonwealth is a bit like an Alliance nowadays, tighter than our Commonwealth. The French are a bit more centralized, and still sometimes step in to ensure the Pro-French elites in their parts of Africa remain in power.
With the advent of Nuclear technology 18 years ago, the world stands on the brink of annihilation. The Germano-Chinese Alliance threatens Britain, France, Japan, and Russia. America is still a bit isolationist, though its coming closer to bring the Latin Republics to the South into becoming full states. Civil Rights has been less of an important issue (though as time goes by, people are still becoming more accepting of other races). Right now, the world is captivated by the gruesome wars going on in Burma and Indochina between Chinese-backed rebels and the British and French (now drawing more and more heavily on Japanese support, the French are thinking of just giving the Japanese Indochina).

More fear, and the British winning a war against them, choosing to leave Turkey independent but with a British-supported strongman in charge.

Britain and France invaded the Ottoman Empire in the '30s without starting a full World War.

Minor thought: if the revolution happened without a world war to smash the shit out of the social structure of Russia, it's likely that the more moderate socialists (Kerensky et al) and liberals retain at least partial control of the government - they were the ones who led the _first_ revolution of our 1917, after all - and we never get the extreme Leninism/Stalinism of our timeline. A less totalitarian USSR also makes it likelier for them to be allies of Britain, Japan and the (in our world before WWII) rather conservative nations of Serbia and Romania.

That's more or less what I had in mind. The Russians a lot more like the original Marxist of Trotskiest Commies, and though they dislike the 'Decadent Capitalist Democracies' they're also really threatened by the 'Evil Empires'.
