The tallest did in fact find a use for Zim.
When Blue Diamond found the small insane Irken so amusing during a conference between their respective empires, the Tallest seeing this as a chance to get rid of Zim offered him up as an ambassador of their people for the Gem empire.
They certainly never expected the Gem matriarch to actually fall in love with the failure. But if it kept him away from his leaders then all the better.
