Try either sculpting a polymer clay mask, or gradually building up a desired face with a full-face opera mask, paper mache, and wall spackle. Either one works well and is cheap.
Let's say you want to do some sort of oddly-shaped face, an animal face, a plague doctor mask, or something you cannot achieve with the opera mask technique. Polymer clay sculpting! This stuff is heavy though. Super heavy. I always end up using polymer clay no matter what I'm making anyways, 'cause it's the best material for claws and teeth.

Let's say you want to do a screwed up human face like the one in the pic above. Get a full-face opera mask, build up areas you want to have some bulk (IE cheekbones, lips, etc) with wall spackle. Let dry. Apply paper mache. Let dry. Apply more spackle, let dry, sand. Apply a thin layer of spackle to fill up holes (if you want!), let dry, sand. Repeat that last step a few times if you want, but sometimes having scratches and holes is a good thing. Then acrylic paint (several coats), then mod podge to seal it, then, if you want, perhaps another sealant over that like Krylon crystal clear spray. (Beware of fumes and let it sit outside for a while if you use spray).
This type of mask will be heavy and will need straps in the back. That's the disadvantage to cheap material. However, making faces like the one above is easy because you can basically form a human face, then literally get a knife and stab it and saw away at parts and actually have fun without worrying about the artistic nature of what you're doing. I got a knife and screwed with the mask for a while before I decided it was messed-up enough. :3 To fill up cracks with black paint, I simply thinned it with water and rubbed it over the cracks. And, I never use paintbrushes with this technique. I use a block of foam as a homemade sponge, and very little paint.

Another thing I've done in the past is sculpt something very abstract, yet still somehow resembling a face on my male head armature, and apply thin, watered-down layers of liquid latex. If you apply bandages while doing that, you can make a good Silent Hill "Bubble Head Nurse" mask within days.

Oh, my goodness! You've got quite a process, there. My only concern would be the mask falling apart eventually; is the polymer clay strong enough not to break after its baked? And as for the paper mache, it certainly doesn't offer much flexibility... Then again, with an immovable monster mask, I guess the flexibility wouldn't be needed. Oh, and how heavy is wall-spackle? I'm not familiar with it at all.

Polymer clay is kinda like plastic. It's hard, but if you grab it and bend it enough it will snap.
Wall spackle and paper mache on a mask will make it just about as heavy as wood, but definitely not as durable. I get what I give, so if I use cheap materials then I'll get a cheap product, no matter how good it looks on the outside.
No problem with the delayed responses! We can't live our lives on DA. I notice that the more time I spend on DA, the less time I spend making things to upload onto DA!

I'll keep that in mind. Maybe I'll use polymer clay for spines if I ever make a... spiny creature. (Seymour Fishgerald was supposed to have spines, but I didn't know how to go about making those so I didn't bother. XD)

If you use it for something long like spines, sculpting a very wide base on them would help out a lot. I've had a lot of problems with claws 'cause I didn't sculpt good enough bases on them. 3:

I dunno anything about any evil tooth fairy tales, but if there are any I'll look into them! It seems as though America and England do a pretty good job at fairy tale censorship, so I was exposed to the vanilla version of everything as a child. But other experiences just makes me want to sort of bastardize my childhood stories. It's hard to explain. :3
