It seems to me that there are 4 reasons people are not asking about a release or DL link.
1. The name of the picture is more than just the character's name. A frontal picture with a character's name is the usual format for a model release. Using the word fireworks shows that the picture is not about the character but about something else in the picture and thus not going to be a release of the character.
2. Sanseki has an entire folder dedicated to released models. If a follower wants to dl a model they would go to that folder to look for it, not ask about a DL link in a picture. If you added a folder to all your other folders on your page just for the models you have posted with a DL link I suspect that most of the requests for DL links would go away, especially if you added a note that if a model was not in the DL folder that you were not planning to release it.
3. As Yarost said, quality makes a difference. This picture is more dynamic than many of your other pictures, similar to . This picture looks more like a showcase for the model and it is not unreasonable for people to suspect that it is for a DL link. Your EMMA picture has better lighting and a more dynamic pose hinting that it is not just a showcase but the Name being only the character's name leaves open the possibility that it is simply a more thoughtful showcase picture.
4. In the case of the pictures by DukeNukemForever, he has never released models. You have released DL links in the past on a few of the model showcases so your followers will want to know if you will again. If you had never released DL links I suspect you would receive fewer questions about DL links but for the aforementioned reasons I don't think it would have prevented all of them.
