How I do manes & tails:

I use a hard round brush, usually size 3, though it depends on the size of the horse. I select colors from the original mane and the body of the horse, painting several strands with each color. If you want braids or some sort of style, you simply paint in that direction.

After I have a relatively well-formed idea of what my mane/tail will look like, I make a new layer underneath, select a darker color, and use a fuzzy brush to paint in underneath (this thickens the hair and makes it look fuller). I smudge the ends a bit to look more natural.

I create a new layer on top of the first, use a lighter color from the body, then paint in solid strokes where the light hits. I gaussian blur the layer and lower the opacity. Then I repeat the process for shadows.

Then over the top of everything, I select a β€œhighlight” color from the horse and use a small brush to edge where the light would make the hairs shine.

Phew, that was long, but that's how I do it x3
