i read from somewhere that because of the tail, saiyans cant become super saiyans. anyone read that before too?
anyway, since its a what if, at super saiyan 2, he shld even be able to defeat the androids.

It's not ssj 2, it's just 1. Ssj 2 has electricity sparking around him, showing the large degree of power emitting from him.
And yes, saiyans with tails can become ssj. How do you think Goku became ssj4 in GT? He had a tail when he was turned back into a kid.

there's something that i dont understand why if the ssj4 is more powerful than ssj2 and 3 dont have electricity?

I think it's because ssj2 is like the stepping stone to reach a more stable level.
When a saiyan reaches ssj2, it's like he's just in a much more powerful stage of ssj1, so he's surrounded by electricity, representing how he's on the verge of an even greater, more stable level, ssj3.
Ssj4 uccurs when Goku is wished into being a child again, thus giving him his tail all over again. He is still able to reach ssj3, but only for a short period of time.
When he powers up even further, he go's into a form of the Great Ape, only he's much more powerful than any normal Saiyan Ape. This ape's fur is gold in hue, and the power is massive.
When he gains full control of this power level, he regains his adult form, since his child form cannot handle ssj4. Thus, the goku with the red rimmed eyes and the fur that we all know and love is born.
