The spikey bits are electical laminations.
They are a bit hard to explain in a short description, but electric motors are made from stacks of thin metal pressings.
They are used for both the rotating part (rotor) and the fixed part (stator).
Using laminations improves the efficiency of the motor.

Anyway, some 40 (!) years ago I wrote some software for production control and costing for a company that made them.
There were a lot of different designs and they made them in the tens or hundreds of thousands.
I always found them very aesthetically pleasing and they let me collect a selection. I dig them out from time to time.
The object in this picture was for a large rotor used for a lift (elevator).
