Description
Plasma Rifle (UNSC-Type)This is an attempt I drew at speculating what the type-25 directed energy rifle (or plasma rifle) would look like as a UNSC, rather than Covenant weapon. I obviously made it bulkier than the Covenant ones, since human plasma technology would probably be considerably bulkier and more cumbersome than alien weapons that probably took centuries or even millennia to perfect and advance upon.
The UNSC plasma rifle (or perhaps SPARTAN Plasma Gun) derives aspects from both the SPARTAN Laser and the Plasma Repeater, the new Covenant weapon from Halo Reach. The UNSC weapon may be semi-auto, as again the more primitive human-built plasma technology would overheat faster and take longer to recharge and cycle through.
But how the humans acquired said technology is an enigma...perhaps itwas the next stage of their fusion technology, or was perhaps (judging by the familiar two-pronged design common in Covenant plasma weaponry) reverse-engineered from Covenant rifles. Well the UNSC could reverse-engineer energy shields to create the SPARTAN ones, so it'd be only a matter of time before they'd advance to the point where they actually do reverse-engineer plasma weaponry. I've always wondered why they never were able to during the entirety of the Halo trilogy.
Not too happy with how this turned out, but then again it only took me about 30 minutes to draw.

more like an SMG than an actual rifle (srry i've played too much Borderlands 2)

Now that's a nice design, and if someone created a 3D render version with HD textures and told me it's from Halo4, I'd probably think it was true.
Not bad at all.

you are aware the Covenant never actually developed any of their tech, it was all forerunner stuff they imitated, and could never get working as the forerunners had made them.
Humans given enough time would of out thinked the covenant in tech...

yep, if the UNSC actually captured a Covenant vessel and managed to bring back to UNSC space, they could tip the scales into their favour

Yeah they could, but they never show it in the games. Probably because the energy weapons not having any refillable ammo is a gameplay element that would've been lost if there were spare batteries for the plasma weapons lying around.

The plasma could be provided by a fusion core instead, not a battery. There could be a direct tap onto the core and siphon a little bit of plasma to power the weapon. All you need is Hydrogen, so you could have collectors on the weapon, to gather the hydrogen for the core.
A Balancing feature would be that if you fire for long the fusion reaction could go cold because of the lack of plasma in the core, so you have to wait for the reaction to be reintilised, also becasue of the lack of real ammo, the gather rate could be slow so you have to wait a while to gain enough plasma to keep firing...

Yes and I imagine it'd be extremely bulky to have around, maybe it'd work as a stationary weapon or something, but I doubt fusion reactors could be made small around to be made into small arms components. Maybe, maybe in the distant future it could be a backpack unit, or even a shoulder-braced weapon like the SPARTAN laser. And making the weapon fusion based doesn't solve the problem of air molecule resistance - given current technology, if you'd fire the weapon in an atmosphere, it'd only emerge as a flame several centimeters long. You'd need to "bottle" or protect the plasma from air resistance if we were to build a functional plasma weapon.

Yea we would hve to wait centuries for fusion tech to become small enough to actually make micro fusion reactors.
For propulsion i would look to the guass weapon tree, the solution is there, a Linear magnetic accelrator, so in most places the tech already sort of exists, for the problem of containment, you could incase it in a Magnetic Containment Device, or create a magnetic bottle...

The reason for energy weapons such as plasma weapons not being in the main arsenal for the UNSC was to establish a distinct contrast between the UNSC and the Covenant.

Yeah I always wanted to see more UNSC directed-energy weapons. Like the SPARTAN Laser is cool and all, but I think it'd be really awesome to see more vehicle-mounted energy weapons, maybe based on what the military is currently experimenting with in real life (Tesla cannon, anyone?) And even though it's not energy-based, more electromagnetic projectile (Gauss/railguns) weapons would be awesome, like a Gauss rifle as a futuristic replacement (or augmentation) for the MA5-series assault rifle or BR battle rifles.
And if Bungie would object since such directed energy weapons and electromagnetic would make the shots green or blue (AKA Covenant colors) then they should remember they made the Gauss warthog shots blue in Halo 3. So Regardless I think it's an awesome idea, even though Bungie would most likely never do it.

The Miltary is experimenting with Lasers mainly, but they are useless really, because the Abalitve effects that happens when an object is hit by a laser, the particles hanging around, partially deflect the lasers power meaning you could only use short pulses, and of course a real laser is incapable of indirect fire.
Guass/Coil weapons will be the next development in weapons, followed by plasma and Ion weapons. Antimatter weapons are potentially 1000s of years away...

How can plasma be the next thing (after Gauss, of course) if the charged particles can't even fly through an atmosphere without getting stopped by air molecules? I think that's the reason why plasma torches just create little blue flames and not big, powerful bolts of plasma like the fictional plasma weaponry in Halo and countless other series. There'd have to be a way to contain the plasma so it doesn't come in contact with air molecules. Maybe a glass casing around the plasma material, which only needs to last long enough to hit the target and release the plasma. Aside from that plasma weapons are a great fantasy, but I don't know how they'd work in real life. Do you have any suggestions?
One weapon I've been coming up with for my science fiction series is pulse weaponry (I admit "pulse" means basically a different then in each sci-fi series) which uses electromagnetically-accelerated "cold" (non-superheated) plasma to propel metal projectiles to the target. I got the idea from the plasma "armature" used in some experimental railguns. Corona discharge from the electrical current on the projectiles gives each shot the appearance of a blue tracer round, so it can give away your position, albeit while looking damn cool. In addition the focusing coils for the plasma vibrate magnetically and create a sound something like this (laser-type sound from vibration of the coils.) All this is because I wanted to create a weapon with the appearance, glow and sound of a blaster (Star Wars,) but projectile-based.

Well Plasma Weapons could be a "natural" evovlution of Guass weapons, you would use th esame linear accelerator to proprel the bolt. To contain the the bolt of plasma, you could create a magnetic bottle around it, like they do in halo, which is not actaully so unrealistic because it is being researched as a possible method of containment.
Another method would be like you said contained in device. But the device would have to emit a strong Magnetic field to prevent the plasma from escaping too early, so it would have to have a denator cap to make the field drop to cause a small explosion, once it collides with a target.
