He was built by police as a test robot to stop crime, but he instead focuses on people doing littler crimes (Jaywalking, littering, squirrels taking nuts (that's stealing public property!))
He has a deep voice, and if he sees someone comitting a crime, his entire vocabulary will pretty much decline to the name of the crime being committed and the word 'illegal'. The light on his head will also begin to spin (think the top of a police car).

As a robot, he has the ability to transform and fold many weapons and modes of transport out of himself. He has the ability to morph things even bigger than him out of himself (via [link] ).
His most-used transformations are his far-vision lenses, his jet-pack, and his gun (all shown here)
He has a wide-range of different transformations, and they aren't all limited to what you see here. Be creative.

On his personality... his AI is almost perfectly human. He gets angry, happy, annoyed, attracted, et cetera just like everyone else. He usually remains placid, though.
