Well, at least after being forced by their parents to spend so much time apart, Anna and Elsa can finally look forward to many, many long years of quality time together. I can't decide which scenario is more interesting.
Elsa being the warden gives it an interesting power dynamic, it's a very asymmetric relationship that could be challenging to write, since in addition to their different history and personalities, they're in vastly different starting positions. It could be a mess, but a thrilling ride if done right.
On the other hand, if they're both prisoners, they're closer and the relationship is more balanced. You could highlight the differences between them, how differently they react to the same conditions. It would allow you to explore each character more deeply.
I guess in the end both could work if handled right.
