Description
This is a character I've been doing very little with for a long time now. This is the main villain of the Super Loser series.Mr. D. Veeous Cancer.
Ironically, he's the most stable and competent character in the story, and the least destructive. He's the mayor of the city and CEO of the major corporation that's responsible for rebuilding the city whenever some superfight takes place.
He's more well loved than the 'super' heroes in the town since he's always there fixing things they break. He just has a side business of trying to take over the world through better finance.

Reminds me of the same sort of villain as David Xanatos from Gargoyles (in a very GOOD way. I sure loved that show.)
