Orignal it was mostly because of the Ank in the art work but not that they finally released the Japan artwork of Monster Reborn to the TCG That reason no longer exist
There something about the artist does not want it Mass Released but I do not by that for a min I think Konami is waiting to use this as a YCS promo that way the number of released copy is still limited

Cannot be Normal Summoned or Set. Must be special summoned by banishing three Divine Beast-type Monsters, and the "Atem's Cartouche". You also can only summon if Zorc Necrophades is on your opponent's field. This monster's attack and defense points are equal to half of the combined attack and defense of the three monsters banished to summon this card. This monster cannot be targeted by Spell, Trap or Monster Effects. You must banish five cards from your deck to keep this card in play. If you cannot, this card is banished-if this happens, return the monsters sacrificed to Special Summon the three Divine Beast Monsters you have played back to your deck, and shuffle your deck. By tributing one Light-Attribute monster, you may access one of three abilities per turn:
* Destroy all monsters on the field. You cannot attack on the turn this ability is activated
* Target a monster summoned this turn. Said monster loses 2000 attack and defense points. If the monster had less than 2000 attack points, destroy it. You cannot attack on the turn this ability is activated
* Sacrifice all but 100 life points. This monster gains attack and defense points equal to the number of life points you have sacrificed.
