I don't know why, but Zoe is incredibly popular with some people.And all the while she's never said a word and only appeared in a SINGLE chapter (chapter 99 of Reunification, to be precise - go read it!). However, the true extent of her ability was seen a bit earlier than that.
I wonder, should she reappear? Doing what? And as a protagonist or as the enemy?

i think she is popular simply becuase she has white hair (very popular for some reason) and is the closest thing to "naked" (very popular for obvious reasons) as your characters outfits get.

Well...stuff like the Mother/Earthbound series has a fanbase of its own because there's so much stuff that's deliberately left up to personal interpretation (for better or worse). So yes, not doing anything else with her might have some merit. Up to you though.
