The original intention by the notes from Hasbro and Josh Haber was them to kiss, and then it was censored the same way as Sailor Moon but instead by dub team, it was changed by animator director Jim Miller who didn't like the ship. If you accept that this isn't canon, then you may as well say that Uranus and Neptue are canonically cousins because this is how the ending product was released to the public.

I view it as a shipping tease due to the fact the writer CHOSE to write that in there. Which is the real psychology behind it. Which was initially why they put that in there. Why else would they do this other than to just make the fans excited and or rile them up? But sadly most people will call all of it a joke. Anti shippers at least. But still either way, I'm happy. Angel woudn't lie about things like that. He said "I'm shy, i talk to animals" too so that mean the third part is also based on truth. If he was just being a dick he would say something like "I lecture animals, i use stare on my pet bunny to force him do thing and i want to marry Discord". As i see it, its confirming FlutterCord as canon, which should be obvious after Fluttershy's reaction in S6 finale, Discordant Harmony and even S9 Premiere
