It's a strange bit of psychological trickery.
Ponies are always naked, yet they don't really look naked.
Put socks on them, and that same nakedness becomes more apparent.
You could think of it as lingerie, but I believe the original artist (from waaay back) only intended it to look cute.
'cause let's face it, ponies have cuteness down to a science.
