Because you can't reason with the unreasonable.Yes, they might deserve it, but you don't have to stoop down to their level.
Not to mention some admins are unwilling to get involved in the resultant flame-war/mud-slinging contest, which can make reporting the troll more difficult, and possibly give the troll evidence to report YOU.
