Derp, I downloaded the .gif file, then opened it in Paint Tool SAI and used the binary tool to color each frame (there in layers) and then saved it as PSD, and opened it into GIMP to save it as a .gif

But I just did a white background for it, but right now I'm trying to erase the white of it so it can just be the default color XD

Well (I have the trial for Photoshop CS6 Extended) and by what I can tell is that you can't just do regular pixels (as in the pen is super blurry and doesn't make an exact line) so try opening it in your photoshop, then copying and pasting the drawing into MS Paint and coloring it there. Then copy/past it over the original in photoshop...Then after you have all of the layers save it as PSD and open it in GIMP to animate it as a .gif

you can also animate .gifs in photoshop as well using the animation toolbar.
