It's so awesome how two super simple effects can make an otherwise simplistic picture pop out! The stroke layer style is easily one of my favorites.

LOL Well that's fancier than how I usually get an outline like that.
I just make a duplicate of my outline layer and send it underneath the picture and select the empty space, inverse selection, and stroke selection. /uses GIMP.
