select everything outside the image and invert your selection. go to the selection menu and click "increase" until satisfied, then make a new layer and color it in to the outline color you want then make it the veeery bottom layer and you're done! atleast, that's how i do it XD

A late reply but try this.
First, remember to be on the layer with the part you want to have the effect around.
Then go under "Layer" -> "Layer Style" -> "Style Settings" Β And that should give you the same window seen here. Β Hope the information is still helpful.

if you're on photoshop, try right clicking with your mouse. then select the option that says: blending options. (I think)

Draw on a transparant layer and save it as a png, or if you use pixeled lines you can remove the background at iaza.com
