When I do it, it just loads, goes back down to the bottom of the pages, and does NOT create an icon!

For your very first image/frame did you click on "Click to load image" (found under the black arrow in the orange circle, at the top of the page) before you clicked on "Frame Animation" ? ^^

That's how I got it to work for me because when I tried the first time I didn't do that, and I never got an animated icon =\ but then I added the first image like how I described and it worked
